Guang'an Bingde Pharmaceutical Co., Ltd. was established on May 18, 2018. It is a limited liability company dedicated to the research and development, production, and sales of chemical drug raw materials and pharmaceutical intermediates. The Production Project with an Annual Output of 300 Tons of Anti tuberculosis Series has been completed and has obtained civil completion acceptance, fire acceptance, sewage discharge permit, trial production report, emergency plan filing, etc; The project production line and supporting facilities have been completed and will undergo trial production.
The specific engineering and environmental protection facility construction situation is announced as follows:
1、 Project Overview
The total investment of the project is 188 million yuan. New production lines for the rifampicin series of active pharmaceutical ingredients (with a production scale of 10t/a for rifampicin, 1t/a for rifampicin pudding, 2t/a for rifampicin sodium, and 3t/a for rifampicin), as well as seven pharmaceutical intermediate production lines supporting the active pharmaceutical ingredients (with a production scale of 10t/a for 1-amino-4-cyclopentyl piperazine, 2t/a for isobutyl piperidone, 20t/a for dihydroxymethylbutamine, S30t/a for rifampicin, 50t/a for rifampicin, 3t/a for 3-formylrifampicin SV, and S2t/a for 3-amino-4-aminorifampicin).
2、 Construction status of environmental prevention and control facilities for the project
(1) Atmospheric environmental protection measures. In response to the VOCs and dust generated during production and operation, our company has built a 20000m3/h tail gas treatment system, mainly targeting the tail gas generated by Class A workshops and sewage treatment stations. The system uses the "acid-base washing+activated carbon adsorption desorption+UV photocatalysis" process to treat 25 meters of emissions; Construct a 11000m3/h exhaust gas treatment system, mainly targeting the exhaust gas from hazardous waste storage and sewage treatment plants. The system uses the "acid-base washing+activated carbon adsorption desorption+UV photocatalysis" process to treat the high-altitude emissions from a 15 meter chimney. And sign a testing agreement with a third-party testing company to conduct regular sampling and testing to ensure that the exhaust gas generated by our company meets the emission standards.
(2) Measures for preventing and controlling wastewater pollution. The rainwater and sewage pipe network in the factory area realizes the separation of rainwater and sewage. In the initial stage, rainwater is collected and discharged into the emergency pool before being transported to the company's sewage treatment plant for treatment. Normal rainwater is discharged into the municipal pipe network; Domestic sewage and production sewage are collected and transported to the company's sewage treatment plant through pipelines using pumps for treatment. After treatment, the sewage is monitored online and meets the standards before being transported to the park's sewage treatment plant through pipelines and pumps.
(3) Measures for preventing and controlling noise pollution. Reasonable layout, selection of low-noise equipment, and use effective noise reduction measures such as sound insulation and absorption materials for different sources of noise generation. The project boundary noise can meet the requirements of Class 3 standards in the "Emission Standard for Industrial Enterprise Boundary Environmental Noise" (GB12348-2008).
(4) Solid waste control measures. Our company has signed a contract with a qualified hazardous waste treatment manufacturer, and the hazardous waste generated is temporarily stored in the company's hazardous waste warehouse. After reaching a certain amount of storage, we declare the transfer of hazardous waste and hand it over to the manufacturer for treatment; Generally, solid waste is processed by manufacturers, while household waste is uniformly processed by the environmental sanitation department.
3、 Environmental protection equipment maintenance during project trial operation
(1) The exhaust treatment system has undergone comprehensive training from the equipment manufacturer in advance, and the equipment manufacturer has been commissioned to send personnel to ensure operation during the initial trial production phase.
(2) Entrust a third party to operate and maintain the sewage treatment equipment for one year.
(3) The online monitoring facilities for wastewater and exhaust gas have been put into use, and a third party has been commissioned to operate and maintain them for one year to ensure that there are no environmental pollution problems.
(4) The supporting environmental protection facilities of this project have been debugged and are ready for trial operation. The environmental consumables involved in the project have been adequately prepared to ensure compliance with the trial operation requirements.
4、 This project has met the conditions for trial production.
The trial production period is scheduled for April 6, 2024, and April 5, 2025
